Proposal / Submission Manager :
Location : Kuala Lumpur
Duties and responsibilities :
** The Proposal / Submission Manager will co-ordinate and produce the proposal (PQ, tender, design brief, etc) response whilst assembling a proposal team with the relevant service / product / business knowledge required to win.
** Responsibilities include introduction and implementation of all necessary proposal procedures and processes.
This is a highly networked role that requires an ability to work under pressure and to demanding deadlines. Further core responsibilities include:-
** Delivery of compliant, professionally produced proposals within customer defined timeframes.
** Coordinate and review / edit proposal input from a variety of stakeholders, typically involving contributions from sales, marketing, product teams, finance, commercial, legal and delivery.
Requirements :
** Proven ability in planning, producing and delivering compliant proposals within a complex business environment.
** The Proposal / Submission Manager will be experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings / final document review, coordinating proposal governance / sign off, document production, and delivery of the completed proposal.
** Typically will have some experience of coordinating and updating a Content Management System.
** In a large corporate / multinational, the Proposal / Submission Manager will be part of a larger team that has defined roles and responsibilities.
** Typically, the role will report in to a head of bid / proposal management or a business unit lead such as a commercial / marketing manager.
** In a small-medium sized enterprise, the Proposal / Submission Manager is normally a stand alone role, assuming responsibility for a much broader range of roles and responsibilities.
** Typically, the role will report in to a sales / marketing or managing director.

** Degree educated and accredited to APMP Foundation / Practitioner Level
** Advanced MS Office skills
** The ability to communicate at a senior level
** The ability to coach a sales team in persuasive writing and proposal best practice

Senior Planner :
Location : Kuala Lumpur
Duties and responsibilities :
Reporting to the Bid Manager the Senior Planner the key duties of the role include but are not limited to
** Head up the planning / programming function
** Preparing the tender programme
** Delivery of the programme as required
** Liaise with bid team in the preparation of construction methods and ensure reflected in the programme
** Assist the bid team in the identification of Capex requirements
** Identification and development of risk and opportunity
** Staffing schedules and durations
** Powerpoint presentations of the programme internally and with the clients team
** Resource and output benchmarking
** Project contract arrangements
** Manage all programme documentation
** Carry out programme risk reviews
Requirements :
Key requirements for the role of Senior Planer in the Pre-Contracts Centre of Excellence are
** A degree in Construction / Building / Civil Engineering
** 10 – 15 years post graduate experience
** A background of employments with large multi-national contractors
** A broad range of experience in Building and Civil Engineering disciplines
** Fully capable of planning / programming projects from first principals
** Fully familiar with Primavera 6, Powerpoint and other MSOffice software
** Design and Construct experience an advantage
** Advanced understanding of methodology and construction techniques
** Full exposure to international consultants, suppliers and subcontractors

Senior Engineer :
Location : Kuala Lumpur
We are currently looking for a Senior Engineer to be based in our Kuala Lumpur office Pre-Contracts Centre of Excellence.
The Senior Engineer will work closely with the pre-contracts team on regional project tenders. Responsibilities include:
** Perform site visit and site visit report during tender stage
** Review tender document
** Prepare technical RFI enquiry upon review of tender documents
** Review and evaluate enquiry prepared by QS/Estimator
** Prepare Bill Of Quantities (BOQ) for temporary works
** Prepare construction sequence
** Prepare method statement
** Meeting with subcontractor/ specialist/vendors
** Prepare temporary works requirements
** Liaise with Consultants
** Review Consultant’s proposal
** Review works done by draftsperson
** Able to perform CAD drawings
** Prepare site layouts/works area as per tender requirements
** Modifying base template of technical enquiry to suit tender
** Introducing new techniques of work and equipment to reduce manpower, save time, speed up work
** To have understanding of the Leighton HSE and QA/QC
** Prepare ITP, JHA/JSA for tender
** As and when required perform site visit to trouble shot technical problems
** Review shop-drawings
** Undertake ad-hoc assignments as and when required
Requirements :
** Minimum 7 years’ experience as a Civil Engineer working on pre-contracts and tendering of heavy engineering projects within the construction industry, preferably in buildings, highway / roads, rail or power plants.
** Have at least an engineering degree from a recognised university.
** Proficient in the English language.
