Guidelines For Obtaining Building Permission :
Before the Commencement of Any Construction it is A Must (Mandatory) to obtain Building Permission under section 433 of the Guntur Municipal Corporation Act.
The following documents are necessary for applying for Building Permission :

[01]. Building Plans [Including Site Plan, Key Plan, Detailed Plan] 06
[02]. Section & Elevation [above 300 Sq. Mt. Site Area] 12
[03]. Xerox Copy of Ownership Document 01
[04]. ULC Clearance Certificate [if necessary] 01
[05]. Building Application Form [Prescribed by GMC] [Cost is Rs. 50/-] 01
[06]. Payment of Fee & Charges
[a] Building License Fee [Code No. 01050102]
[b][u] Enchroachment Fee [Code No. 01050124]
[c] Betterment Charges [Code No. 01050104]
[d] Development Charges [Payable in Andhra Bank, Hindu College Campus]
[e] Tree Guard Charges [Code No. 01050120]
[f] Vacant Land Tax AT 1% of property value should be paid,
if the site is vacant.
Building License Fee & Material Enchroachment Fee :
The Building License is levied on the Construction Area and the Material Enchroachment Fee is Collected for stocking the material on the road [one week only].
Betterment Charges & Development Charges :
Betterment Charges are collected from Unauthorized layouts for providing basic Infrastructure by the Corporation in those areas.
Development Charges are collected, as per Section 27 of Andhra Pradesh Urban Areas [Development Act, 1975] to be transferred to Vijayawada, Guntur, Tenali and Mangalagiri Urban Development Authority for taking up Major Bye-pass Roads, Fly-overs and parks.
Additional Building License Fee :
Additional Building License Fee [ABLF] is collected towards Drainage Charges for the Improvement of the existing Drainage Network to cope up additional load in the area for new additional built up area.
Tree Guard Charges are levied for Raising Plantation in the City. It is levied at the time of according Building Permission.

For Building Fee and other charges please refer Schedule of Rates. For Example the Fee & Charges to be paid for construction of building in 100 Sq. Mts. of site as per the Zoning Regulations is as follows [with effect from 01-04-2003]

Note :
Regarding Sites exceeding 300 Sq. Mtrs. and 10 Mtrs. Height [Ground + 2 Upper Floors] in respect of Apartments, Institutional & Commercial Buildings, the following procedure is to be adopted.
Documents Required for Buildings exceeding 10 Mtrs. Height [Ground + 2 Upper Floors] :
Vide G.O.Ms.No. 541 M.A., Dated 17-11-2000.
[01]. Soil Testing Report.
[02]. Structural Design Drawings.
[03]. Undertaking from the Builder/Firm executing the Construction Work.
[04]. Security Deposit AT Rs. 100/- per Sq. Mtr. of Built up Area.
Note : Please refer G.O.Ms.No. 423 M.A., Dated 31-7-1998 & G.O.Ms.No. 541 M.A., Dated 17-11-2000.
Rules & Regulations :
** The Building exceeding 10 Mts. height will be permitted with the Technical opinion of Vijayawada-Guntur-Tenali-Mangalagiri Urban Development Authority.
** All Fee & Charges are to be paid in cash in Guntur Municipal Corporation Treasury or by Demand Draft drawn in any Bank infavour of “The Commissioner, Guntur Municipal Corporation”.
