Human Development Fellowships :
Putting People At The Centre Of Development :
The IC4HD Human Development (HD) Fellowships aim to encourage both mid-career and young professionals (academics, civil servants, and civil society practi-tioners) to analyze critical development issues from the human development perspective, thereby contributing to development theory, and identification of applications and policies that put people at the centre of development debates. The Fellowship for young professionals (25-35 years of age) is a residential Fel-lowship offered at the Indian Institute of Advanced Study (IIAS), Shimla, India, for the duration of 3 months. As the IIAS organizes several national level seminars every year, on themes of pressing contemporary relevance as well as of theoreti-cal significance, the Fellowship provides the opportunity to interact with scholars from various other fields. In addition, IC4HD will organise a workshop on human development concept and principles for the Fellows within the first two weeks of the Fellowship.

The objectives of the Fellowship are to :
** Support innovative analytical work on a particular theme, selected annually, from the human development perspective
** Identify actionable goals that could be prioritized in development initiatives in the South based on the existing evidence and analysis
** Promote South-South learning and sharing of expertise and experiences
** Promote a network of experts who can identify innovative options for policy measures in the global South

Theme For 2014 Fellowships :
Social Security In The Global South :
** The research supported under the 2014 Fellowship programme must focus on a well-defined aspect of human development under the theme of social security for the global South. The 2014 Fellowships are offered to citizens of selected countries of the global South (see adjacent column).
** Social security can be viewed “essentially as an objective pursued through public means rather than as a narrowly defined set of particular strategies” (Dreze and Sen 1989). Two different aspects of social security are protection (which is con-cerned with preventing a decline in living standards as might occur for example during an economic recession) and promotion (which is concerned with the en-hancement of general living standards and to the expansion of basic capabilities of the population).
** Although in nearly all countries protection by social security is provided at some level, in many countries coverage is limited, and only a minority of the global population has access to existing schemes. Why are social security schemes im-portant in countries of the Global South** What is/are the goal(s) of the schemes** How do people qualify** To what extent are social security schemes able to address the vulnerabilities of the poorest of the poor** What innovative schemes exist** What achievements have been recorded** While considering these and other questions, the Fellowships will contribute to consider, inter alia, how embedding social security concerns into development policy can effectively reduce vulnerabilities of the poor, and how strategies, have taken into account social security concerns in countries of the global South and how successful these initiatives have been. While addressing these and other questions, the selected Fellow(s) will be expected also to (a) define vulnerability, (b) measure vulnerability and (c) assess to what extent the available social security schemes are able to respond to/address these vulnerabilities.

The Fellowship :
** The IC4HD 2014 Fellowships for young professionals support programmes of the duration of three months, starting in August-September 2014. The research to be conducted during the Fellowship period should not involve empirical data collection and fieldwork. It is expected that such work would already have been done.
** The Fellowship covers the living expenses for the Fellow as well as a return air-fare to the country of residence as per the most economical and direct route by air. In addition, the selected fellows will receive an amount of INR 50,000 per month. Free furnished residential shared accommodation will be provided at IIAS.

Other key features of the IC4HD Fellowships Scheme are the following :
** Each Fellow will work towards writing a working paper that would make policy recommendations. The length of the paper shall be about 5,000-8,000 words. Before the completion of her/his term, the Fellow will make a presentation on the working paper.
** A concise policy brief (3-4 pages), based on the working paper, will also be prepared by the Fellow.
** Between 10 to 15 days of joining the Fellowship, each fellow will prepare and present a research outline at a workshop. This outline will delineate the work to be undertaken during the term of the Fellowship and provide a timeline for its completion. Feedback received during the workshop will be incorporated and a revised outline will be shared with IC4HD within ten days thereafter.
** A mentoring system will be available to the awarded Fellows during the fellowship period.
** A first draft of the working paper will be shared for feedback according to the timeline agreed upon during the workshop in which the outline is pre-sented.
** The IC4HD will evaluate the final versions of the working papers and might consider them for publication based on the expert review process.
** The last instalment of the Fellowship will be released only after the final version of the paper is received by IC4HD.

Eligibility Criteria :
Applications are invited from all eligible candidates. Women are strongly encour-aged to apply. Applicants are required to fulfil the following eligibility criteria to be considered for the Fellowship :
** Must be citizen of an eligible country (see previous page of the brochure)
** Masters degree in relevant discipline is desirable
** Should be between 25 and 35 years of age (at the time of the closing date of the applications)
** Should have 3-5 years of relevant working experience
** Should not be a UN staff member or an Indian Institute of Advanced Study staff/Fellow

The other selection criteria, which will be considered to shortlist applications, in-clude :
** Exceptional creativity in choice of topic
** Value addition or new direction to the human development concept, method-ology, analysis, application and policy relevance
** Track record of past accomplishments
** Time needed for completing the work

Application Process :
Applicants whose native language is not English are expected to have the ability to write and converse fluently in English.

All candidates must complete a formal application in English, including :
** Application form
** Project proposal, not exceeding 1,200 words (which does not involve fieldwork with data collection) that highlights the main contours of the research to be undertaken during the tenure of the Fellowship which is residential. The questions that the research aims to address, in line with the theme of the Fellow-ship, and the reasons behind their selection should be clearly stated.
