About the course :
Post Graduate Diploma in Nuclear Law (PGDNL) is one of the most innovative courses in law offered by the WBNUJS, Kolkata in collaboration with Department of Atomic Energy, Anushakti Bhavan, Mumbai. In the background of growing importance of the technology and energy related laws, a study of nuclear law has great use for operators of nuclear plants, vendors, legal practitioners, officers of AEC and BARC and the students having both legal and scientific background. This course is unique and highly useful in understanding the laws relating to liability for nuclear damage, nuclear safety and regulatory regime, nuclear non proliferation, nuclear safeguards and dispute settlement in addition to basic principles of nuclear law.
Specialists in nuclear law and public international law disciplines from DAE, NUJS and other institutions will be involved in delivering lectures during contact sessions of one week duration both in Monsoon and Winter session. The course would also involve exposure to practical aspects relating to the use of nuclear energy by having visits to different DAE installations. Up-to-date course material prepared by the experts will be furnished for study.
Thus the course will greatly enhance the professional competence of candidates and enable them in effective handling of wide-ranging issues relating to nuclear law. Though the course has the legal backdrop, it is planned to be delivered in simple legal terms in order to accommodate the interests of all the sections of people. Hence, the course is expected to be useful for the candidates having not only legal background but also scientific background. This course has the credit of being the first of its kind on the subject initiated in India with Government collaboration.

Course duration: One year
Mode: Distance education
Qualification required: Bachelor degree in any discipline from a recognized University. The course is also open to those candidates who are in the final year of Bachelor degree. However, the granting of the Degree (PGDNL) is contingent upon the successful completion of the Bachelor degree by the candidate.

Subjects: Paper I – Introduction to Law and Basic Principles of Nuclear Law
Paper II – Nuclear Non Proliferation and Safeguards
Paper III – Nuclear Safety and Regulatory Regimes
Paper IV – Liability for Nuclear Damage and Dispute Settlement
Paper V – Dissertation

Components: Paper I to IV would compose of individual project in each paper and annual examination.
Paper V would be a dissertation of about 50 to 60 pages on a topic chosen by the candidate in consultation with the teacher concerned. It would also contain a Viva-voce examination.

Study material: The study material on paper I to IV would be provided to the candidates. University would make every effort to send them before the first session of contact classes. However, the candidates are expected to refer library and work on the course even before receiving the study material.

Library access: All the candidates are entitled to have access to NUJS library on all working days.

Contact classes: 18 hours per subject (except paper V). A session on research methodology would also be held to facilitate the writing of dissertation.
The classes would be held in two sessions of 7 – 8 days each at DAE premises, Mumbai/NUJS premises as decided by the authorities. The information about the contact classes would be provided in the course of time.
Attending the contact classes is optional.

Marks allocation: Total marks would be 500. Papers I to IV would carry 100 marks each, which includes 30 marks for projects and 70 marks for final examination. The dissertation would be evaluated out of 70 marks and remaining 30 marks are allotted for Viva-voce examination.

Passing marks: Minimum 40% of marks must be obtained by the candidates to pass a paper.

Examination: The final examination would be conducted annually in the month of March/April.

Maximum period: The candidate must complete the course by obtaining minimum passing marks within three years from registration. Upon the failure to complete the course within stipulated period, the registration of the candidate gets cancelled. The candidate, if willing, must register afresh by following the usual procedure prescribed for first admission.

Fee structure:

Note: The application fee and the registration fee must be sent along with the application form. The examination fee must be paid one month before the final examination. Examination fee for individual subject must be paid every year until the candidate passes that subject. Fees once paid would not be refunded.

Guidelines on Application and Payment of Application & Registration Fee:
1 The Indian candidates must make the payment of fee by way of demand draft for Rs. 11,000/- (Rupees eleven thousand only) drawn in favor of ‘WBNUJS PGDNL’ payable at Kolkata. The filled in application form along with the demand draft must be sent to the contact address given below. Mention your name and contact number in the backside of the demand draft.
2 The foreign / NRI candidates must make the payment of fee either by way of demand draft for US$ 600/- (United States Dollar six hundred only) drawn in favor of ‘WBNUJS PGDNL’ payable at Kolkata or in alternative, may make the wire transfer of US$ 600/- (United States Dollar six hundred only) to ‘WBNUJS PGDNL’ account. The details of the account for wire transfer are given below. Any cost involved in the payment of fee must be incurred by the candidates. The filled in application form along with the demand draft / wire transfer receipt must be sent to the contact address given below. Mention your name and contact number in the backside of the demand draft.
