Punjabi University has taken a lead in filling the widening gulf between privileged and under-privileged by imparting technical education to brighter students from rural areas. To fulfill the dream of Sri Guru Gobind Singh to make Talwandi Sabo as Guru Ki Kashi, Punjabi University has taken this major step by establishing Yadavindra College of Engineering at its campus at Talwandi Sabo.
This step will prove a milestone in the spread of technical education in educationally backward rural areas. The people living in rural areas of Punjab have lagged behind in all areas. They are deprived of even the basic amenities of life including health and education. No good doctor and teacher prefer to serve these people living in rural areas. Brain drain from rural to urban has become a prominent feature.
On every front they are deprived, under-privileged and a neglected lot. But all this does not imply that their children do not have the talent to outgrow the deficiencies and develop into useful citizens of our country. Strength of character, sense of service, compassion which is a unique feature of rural youth can be of great value to the nation if their talent is nurtured and developed. Punjabi University has come forward to shoulder this responsibility.
Children from rural areas after tenth class have been selected on the basis of objective criteria to impart quality training of +2 levels and then will be upgraded to four-year degree level course in engineering. This engineering college has specialties in three branches namely Electronics & Communication Engineering, Mechanical Engineering & Computer Engineering. Each branch has 60 students. The nature and structure of each course have been kept flexible to meet the changing requirements of the industry at local as well as global level. University will leave no stone unturned to ensure placement of the pass-outs from this college and make the project a success.
Proposal:-
For this college, no grant from the government will be sought and this college will also not be made as a source of income. Whatever will be earned from the college would be spent on the college only. To ensure the overall personality development of these students all adequate arrangements have been made. Sports & Culture activities will also be a distinctive feature of this college. Punjabi University is aware that poor parents living in rural areas are unable to afford even the minimum required fee for the engineering courses; hence the University is making efforts to raise interest-free loan scholarships from the benevolent donors and institutions. To determine the eligibility of a student for the scholarships, the following criteria have been adopted:-
Rules for Golden Heart Scholarship:
The scholarships will carry the name of donor. The accounts and economic background of the students will be transparent and open to scrutiny by the donors. The director of the college will maintain liaison with the donors and recipients. The loan would be returned by the student to your corpus thus enhancing the capacity for philanthropy.
The proposed contribution can be made at the following rates:-

All donations made to Punjabi University, Patiala are 100 per cent exempt from the payment of Income Tax under Section 80G (2) (a) (iiif) of the Income Tax Act. Kindly send your Cheque/Draft drawn in favour of ‘ Registrar, Punjabi University, Patiala ‘ to The Vice-Chancellor, Punjabi University, Patiala- 147002, India by 30th June every year.
