Process of Mutation :
At first, please procure the scheduled application form for Mutation called Form (A-42) [see sample]. This can be obtained from Central Record Section in CMO building. It is also available in Gariahat (Tolly Tax) office at Behala (SSU) Office. The form can also be downloaded from the KMC Website.

‘No Outstanding Certificate’ from Assessment Collection Department is required to be attached with prescribed mutation form (A-42). For obtaining NOC from Assessment Collection Department single dedicated computerised window has been instituted at respective Assessment Collection Units (At CMO Buildings, Tolly Tax, SSU, JU & GRU office) from which either NOC or letter of Intimation (LoI) of demand will be handed over within a specified time limit.

Do not forget to attach other papers/documents as mentioned in (A-42) form.

In case of Mutation on succession ground death certificate of the R/O and an affidavit regarding legal heirs (incase of intestate succession) or probated will (incase of testamentary succession)

In case of mutation and apportionment of tax, please submit a site-plan duly signed by an LBS and the applicant(s) showing the entire area of the premises as well the area(s) under the occupation of the individual applicant(s) along with the prescribed form of mutation (A-42).

In case of Mutation Amalgamation or Mutation-separation please enclose detail site map duly signed by a LBS.

General rules :
For any kind of mutation,collect your mutation form from the Central Record Counter of the Corporation office,ground Floor at 5,S.N.Banerjee Road free of cost or download it from our website.

In addition to this :
You may collect this form from any Assessment – Collection Office.

How to Apply for mutation? :
** Collect the No Outstanding Certificate for the premises for which you want to do mutation by submitting you application on a white sheet ( where the Premises No.& Assessee No.should be mentioned) at the Head Office (1st Floor) or at N.O.C.Counter of the Assessment -Collection Deapartment of the other Corporation offices.
** In case of inherited property ,the applicants would submit with the duly filled in application form, an affidavit declaring that there is no other legal heir to the property of the deceased ,who deid intestate,and the original Death Certificate.
** In case of testamentary succession, submit the probate authorised by the court of law.

Thereafter,submit duly filled Mutation form along with both-sides photocopy of the ownership documents ( inheritence,Deed of gift, document of Mutual Agreement or acquisition ) at the Head Office ( Groung Floor) or other Corporation Offices with a processing fee of Rs. 100.00.

Amalgamation :
In case of amalgamation of two or more premises, collect N.O.C.of each premise. All the premises should have same ownership.

In this case,submit the ownership documents,and the site plan ( with distinct demarcation of each premise ),duly signed by the owner and an LBS at the specified counter with a processing fee of Rs.300.00.

Separation :
In case of separate premises : all the applicants should collect the N.O.C. In case any applicant does not pay his share of municipal tax ,then application for separation may also be accepted from the remainig owners on submission of affidavit undertaking timely payment of their respective proportionate shares of municipal tax.

The applicant should submit duly filled mutation form,site plan signed by LBS,attested ownership documents and N.O.C. or the aforesaid affidavit in the specified counter with a processing fee of Rs.300.00.

Apportionment :
In case of residents of a multistoreyed building wish to apportion the tax amongst themselves,then submit the mutation form according to the rules of Separation. In this case,the premises no.will remian same. Only the Assessee No. will be separate.

Co-operative Housing :
in case of Co-operative Housing ,submit the Mutation form along with the attested photocopy of the Share Certificate and Attested copies of DRCS approval.

In case of mutation of inherited co-operative flat,submit the Death Certificate,society certified document and documents related to the niminee. For authorised multistoreyed buildings,certified issued by the Govt. and attested photocopy of form-‘C’ is preferred.

In case of non-registration of your will or other legal complexities,contact our Help Desk i.e.the Deputy Assessor Collector of the concerned ward.

Unassessed :
In case of unassessed land or housing property of Ward No.(101-141),the required documents are :
1. Attested photocopy of the BL & LRO Mutation Certified in the name of the applicant.
2. Attested photocopy of the land record in reference.
3. Location sketch of your land/house bus route to the nearby main road and if possible,also mention theKMC premise no. and the lightpost no.of the nearest land/house.
4. Sketch plan signed by you and LBS with related specifications of the building(if any on your plot).
5. Master plan,if required.

Checklist before submission :
1. Whether the ownership documents are duly attested.
2. Whether NOC,Death Certificate,affidavit(if required),Site Plan or Probate(whenever necessary) are enclosed with the Mutation form.
