Update:
New salary bill form for self drawing officers is introduced. For details see www.finance.kerala.gov.in. SDOs are requested to process their salary for 3/2014 by 15-3-2014 only.Regarding NPS, To check the the DDO regn numbers go to menu Admn—Code masters—-DDO. The PRAN of employees as and when furnished by NSDL will be automatically updated in SPARK. To check it , go to menu Personal details—-Personal memoranda—Present service details.
AS part of automatic issue of Password through SMS, all employees are requested to update their current mobile numbers in their Profile -personal memoranda-contact details for SDOs and Service matters – personal details – contact details for NGOs .
Spark :
Service and Payroll Administrative Repository for Kerala is an Integrated Personnel, Payroll and Accounts information system for all the Employees in Government of Kerala. The system caters to the Personnel Administration, Payroll and other Accounts activities of Government Establishments. Every employee is allotted with a unique Permanent Employee Number (PEN) through the system. This Centralized system helps the departments to get details of any employee immediately, achieve highest level of transparency in dealing with the employees, more consistent application of rules etc. In the payroll side, accurate and automatic payroll processing is facilitated. It also ensures that the rules and regulations are uniformly applied to all employees there by avoiding complaints and achieving better employee relations…
Online Submission of Salary Bills :
All SDOs and DDOs drawing salary from Secretariat Sub Treasury are requested to submit online bills also along with bills generated through SPARK from September 2013 on wards. This e-submission facility will be available in SPARK wef 25.09.2013. All DDOs and SDOs are also directed to update their respective head of accounts in SPARK in consultation with Sub Treasury, Secretariat to ensure this e-submission.

Accounts : Initialisation-Billtype
Initialise your Bill Type in your office
Menu : Accounts Initialisation-Headcode
Initialise your head of account of your Office
Accounts :Bills-Make bill from Payroll
Make bill from your processed bill’s list
Note : Please make sure that your head of account is same as in Salary-Bill Types and Head codes
Accounts : Bills-Cancel Bill
You can Cancel Maked Bill
Accounts : Bills-E submit bill
Approve and Submit Bill
Note : if you Approved it can’t cancel from your login and Spark Server must contact treasury
Menu : Accounts-bills-view submitted bills
You can see the bill’s status from treasury (is it Passed/Cashed or Objected)

Select Bill ->Approve and Submit
Menu :Accounts-bills-view submitted bills
You can see the bill’s status from treasury (is it passed or Objected)
Note :
Please ensure your Head of Account from Treasury and the Head of Account mentioned under the menu accounts->initialisation->head code and the Head of account mentioned under the menu present salary details (in the case of SDO) and under the menu salary matters->establishment bill types (in the case of DDO) must exactly be the same.

I was on commuted leave from 01.03.2016 to 20.03.2016. I didn’t get payslip of leave salary. So I couldn’t process salary from March 2016 till now. How can I get my salary from March 2016 onward?
My e-submitted bill is objected in treasury and the display says that the bill is to be cancelled and processed again. “Account- Cancel bill ” does not work. How to rectify this ?

When I tried to process monthly salary in April 2014,It says “Mismatch found while verification for the PEN No…Can not Proceed” What is the problem? Please solve the problem.
WHILE PROCESSING TO MAKE A BILL FOR E SUBMISSION, THE SELECTION FROM SALARY FOR THE MONTH IS NOT OPENED.
