Product Certification :
The Product Certification Scheme of BIS aims at providing Third Party Guarantee of quality, safety and reliability of products to the customer. Presence of ISI certification mark, known as Standard Mark, on a product is an assurance of conformity to the specifications. The conformity is ensured by regular surveillance of the licensee’s performance by surprise inspections and testing of samples, drawn both from the market and factory. The manufacturer is permitted to self certify the licenced products after ascertaining its conformity to the Standard. Through its surveillance operations, the Bureau maintains a close vigil on the quality of certified goods. The certification scheme operates through a network of 34 Branch Offices set up in State capitals or major industrial towns and 5 Regional Offices overseeing the work of the Branch offices.

Registration Scheme :
Notification for extension of Electronics and Information Technology Goods (Compulsory Registration) Order, 2012

The manufacturer producing the electronic goods is the applicant / factory.

Manufacturer = Applicant = Factory

In Form No.VI & VII, please write the name and complete postal address with contact numbers, fax numbers, e-mail address of the manufacturer, that is the applicant, producing the goods in factory. Form VI & VII should be signed by the Chief Executive Officer (CEO) of the manufacturing unit OR by the authorized representative of the factory as authorized by CEO of the manufacturing unit / factory.

All BIS recognized laboratories have been advised to issue the Test Reports only in the name of manufacturer, i.e. the applicant / factory with complete address.

Presently BIS Registration under the Electronics and Information Technology Goods (Requirements for Compulsory Registration ) Order, 2012 for All manufacturers (domestic and foreign ) is being undertaken by Bureau of Indian Standards

Processing Fee For Registration :
All applicants / registered users may kindly note that Bureau of Indian Standards (BIS) has decided the following processing fee for grant and renewal of registration for “Electronics and Information Technology Goods”, as per details given below :
a) . The processing fee of Rs.25,000/- (Rupees Twenty Five Thousands only) plus applicable taxes ( AT 12.36 %) shall be charged for each application including one test report for grant of registration. For each additional test report included with the application, additional processing fee of Rs.10,000/- (Rupees Ten Thousands only) plus applicable taxes ( AT 12.36 %) shall be charged. Processing fee as applicable shall have to be paid in advance alongwith submission of the application for registration and reports

b). Once the registration is granted to a manufacturer and subsequently the manufacturer submits additional test report(s) for inclusion of model(s) in existing registration, Rs.10,000/- plus applicable taxes ( AT 12.36 %) per test report shall be charged as processing fee. Processing fee as applicable will have to be paid in advance alongwith submission of the application for inclusion of new models in the existing registration.

c) . The registration is valid for two years and the same will be renewed thereafter for every two years based on the performance during the validity period and if ‘Registered User’ i.e. the manufacturer applies for renewal. For each renewal, a processing fee of Rs.25,000/- (Rupees Twenty – ve Thousands only) plus applicable taxes ( AT 12.36 %) shall be charged. Processing fee as applicable shall have to be paid in advance alongwith submission of the application for renewal of registration.

Simple Steps For Registration :
1. Get the product tested from any one of the BIS Recognized Laboratories as per their approved scope (listed at BIS website(www.bis.org.in). All critical components shall be declared by the manufacturing unit and evidence of conformity (test report) of each component shall be submitted to lab, if applicable.

2. The Test Report shall be issued by the BIS Recognized Laboratory only in the name of the manufacturer(applicant) who is actually manufacturing the product. The Test Report(s) shall mention the name of the manufacturing unit and complete address (Factory).

3. Before submitting the application for registration in BIS, it should by ensured by the manufacturing unit that the Test Report is duly evaluated and complete in all respects.

5. Application in Form No.VI & Form No.VII should be completely filled-up and duly signed by the Chief Executive Officer (CEO) of the manufacturing Unit (applicant) producing goods.

Submit the following to BIS for Registration :
(a) Form No.VI & Form No.VII, duly filled-up and signed by the Chief Executive Officer (CEO) of the manufacturing unit or authorized representative (not Indian Representative). The manufacturing unit shall also submit the authorization letter in this regard. No column of application should be left blank.

(b) Along with the application, submit the document, issued by Govt. Authorities authenticating the manufacturing unit’s name & complete address. The name and complete address of the manufacturing unit shall be available in the document.

(c) In case of foreign manufacturer, Form No.VI & Form No.VII shall be countered signed by Indian Representative/Authorized Representative of Branch / Liaison Office (if established in India). Nomination form of Indian representative for foreign manufacturer signed by CEO/ Authorized Representative in prescribed format (refer BIS website www.bis.org.in) shall also be submitted.

(d) Test Report(s) issued by BIS recognized Laboratory (issued in the name and address of the manufacturing unit), after evaluation by the manufacturing unit. Test reports shall not be older than 90 days of issue date by lab.

(e) Agreement for grant of registration as per prescribed format for foreign manufacturer(refer BIS website www.bis.org.in) to be submitted after grant of registration and to be signed by Indian representative/authorized representative of branch and liaison office.

(f) Letter from the manufacturing unit forwarding the application. BIS processing fees for Registration
