Registration :
The candidates who fulfil the following conditions are eligible for registration in Punjab :
(i) Should be residing within the jurisdiction of the respective Employment Exchange.
(ii) Should be between the age group of 16 to 50 yrs.

(iii) Should be a resident of Punjab. One of the following will be acceptable as a proof of resident of Punjab :
a). Ration Card.
b). Voter I-Card.
c). Yellow Card
d). Certificate from Municipal Counsellor/Sarpanch.
e). Proof of job in Punjab of either of the parents.
f). Certificate of Education in Punjab.
g).Letter from a gazetted officer or School Head.
h).Certificate issued by an MLA/MP.
i).Domicile Certificate.

(iv) In case of riot victims, the condition of resident of Punjab, is not applicable.
(v) No proof of resident of Punjab is required in case of transfer of registration record from other States.
(vi) The residents of Union Territory of Chandigarh and Distt. Mohali are eligible for registration at State Employment Exchange Mohali at Chandigarh.
(vii) Facility of transfer of record of registration with the same seniority, from one Employment Exchange to the other in the State of Punjab or from any of the Employment Exchanges in the State to some other State in the Country is available.

Renewal :
In Punjab, the registration of a candidate irrespective of the category to which he belongs is one year. There is a grace period of one month after the month of renewal after which the registration is lapsed if not renewed by the applicant. Facility for renewal by post or through representative is also available.

Type/ Shorthand Test :
Candidates who want to get themselves registered as typist or stenographer(English or Punjabi) may appear in the test conducted by the Department Of Employment at the District Employment Exchanges once in three months. Those who have qualified from some recognised institute are exempted from this test..

Scheduled Caste :
Registration :
When an applicant applying for initial registration, claims that he/she belongs to a scheduled caste, he is registered as such without insisting on production of documentary evidence in support of his claim.

Age relaxation :
Upper age limit is relaxeble up to 5 years in case of candidates belonging to Scheduled Caste.

Other Backward Classes :
Registration :
Candidates belonging to Other Backward Classes have to produce specified certificates for Centre and State Government vacancies in order to avail the benefits under reserved vacancies.

Age relaxation :
For candidates belonging to Other Backward Classes, upper age is relaxable upto a maximum of 5 years in case of Punjab State Govt Vacancies and upto 3 years in case of Central Govt. Vacancies.

Ex-Serviceman :
Definition :
An Ex-Serviceman means a person, who has served in any rank whether as a combatant or a non-combatant, in the Naval, Army and Air Forces of the Union of India, but does not include a person who has served in the Defence Security Corps, the General Reserve Engineering Force, the Lok Sahayak Sena and the Para-Military Forces, and who has :-
retired from such service after earning his pension; or
been released from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension; or
been released otherwise than on his own request from such service as a result of reduction in establishment; or
been released from such service after completing the specific period of engagement otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency and has been given a gratuity, and includes personnel of the Territorial Army of the following categories, namely
(a) Pension holders or continuous embodied service.
(b) Person with disability attributable to military service;
(c) Gallantry award winners.

Registration :
Applicants claiming to be Ex-servicemen are required to produce their discharge certificates in original.

Age relaxation :
The Ex-servicemen are allowed to deduct military service from their actual age and such resultant age should not exceed the prescribed age limit by more than three years.

Widows :
Registration :
An applicant claiming to be widow, has to produce an affidavit attested by a first class magistrate, in support of her claim.

Age relaxation :
Upper age limit for widow applicants for recruitment to the punjab State Goverment vacancies is 45 years and to Central Goverment vacancies is 35 years. For members of SCHEDULED CASTE and OTHER BACKWARD CLASSES, there is an additional relaxation in age limit as permissible for these categories.

Freedom Fighters :
Definition :
Freedom Fighter means a person who suffered for six months or more imprisonment or detention (including internment) or remained under ground after issue of warrants to avoid arrest for participating in a recognized National movement or became permanently incapacitated due to firing or lathi charge etc or lost his job or means of livelihood or a part or whole of his property on account of participation in the National Movement before 15th August 1947 (upto 1-9-1949 in case of erst-while princely states employees only) recognized by the State Govt. for emanicipation in India.-

Reservation of Vacancies :
1% of vacancies to be filled in by direct appointment in the State Civil Services are reserved for the children, paternal or maternal grandsons and granddaughters of Freedom Fighters.

Registration :
Children, paternal or maternal grand children of freedom fighters, who produce a certificate issued by the Deputy Commissioners, are registered as freedom fighters.

Sports Persons :
Registration :
A person is registered as a sportsperson if he produces a certificate to this effect, issued by the competent officer of the Directorate of Sports Punjab.

Reservation of Vacancies :
As per the rules framed vide Punjab Govt. Gazette Notification dated 12th February 1988, 3% of vacancies to be filled in by direct appointment in all State Civil Services, are reserved for sports persons.
