ADVERTISEMENT FOR ENGAGEMENT OF ACCOUNTANT-CUM DATA ENTRY OPERATORS ON CONTRACTUAL BASIS IN EACH GRAM PANCHAYAT OF DISTRICT UNDER RGPSA.
Applications are invited from the interested candidates in the prescribed format to be received by the undersigned on or before 20.02.2014 .
Eligiblity Qualification : +2 Commerce/Science/Arts Gram Rojagar Sevek now working under MGNREGA having requisite qualification may also apply.
Age : Minimum 18 years and maximum 32 years as on 01.01.2014. There shall be relaxation of age in case ST/SC/SEBC/ExServicemen/PH/Sportsman Candidates as is applicable as per rule of the State Government. There will be further relaxation of 5 years over and above the normal permissible limit under each category in case of Gram Rojagar Sevaks (G.R.S.)
Procedure of Selection :
On the basis of marks secured in the 10th and 12th examination.
Remuneration :
Rs.5,200/- consolidated per month. The engagement shall be co-terminus with the funding under the Scheme.
Applications in the prescribed format ( given below ) are invited from the eligible candidates for contractual engagement of Accountant-cum-Data Entry Operators to be engaged at the Gram Panchayat Level with a consolidated remuneration of Rs 5,200/ per month under the centrally sponsor scheme Rajiv Gandhi Panchayat Sashaktikaran Abhijan ( RGPSA ).
2.Eligiblity Criteria :
a. He/She must be a Citizen of India.
b. He/She must be a Permanent resident of District.
c. He/She must have passed +2 Examination in any discipline with minimum knowledge in computer operation. However, first preference shall be given to the candidates having +2 Commerce, second preference to +2 Science and Later to +2 Arts .
d. The applicant must not be below 18 years and above 32 years of age as on 01.01.2014.
e. He/She must be of good character.
f. He/She must be of sound health.
g. He/She is able to read, write and speak Odia.
h. He/She, if married has not more than one spouse living .
Application Fee:
Each applicant has to pay the application fee as prescribed below in shape of bankers cheque/demand draft drawn in any nationalized bank in favour of the Project Director, DRDA, Malkangiri and payable at SBI,Malkangiri. Applicant has to sign on the reverse side of the bankers cheque/demand draft and has to attach it with the application.
i) Candidates belong to Unreserved category:-Rs.200/-(Rupees two hundred ).
ii) Candidates belong to ST/SC/SEBC category:-Rs100/-(Rupees one hundred ).
Documents to be attached with the application form :
i. Self Attested Copy of HSC Certificate showing the proof of age.
ii. Self-Attested Copy of Mark Sheet of HSC.
iii. Self-Attested Copy of +2 Certificate.
|V.Seif-Attested Copy of Mark Sheet of +2.
V. Self-Attested Copy of Caste certificate issued by competent Revenue authority.
VI. SeIf-Attested Copy of Residential Certificate issued by competent authority. Vi|.Se|f-deciaration regarding one spouse living.
VIII.Se|f-Attested Copy of Certificate in Computer Education.
1X. Self-Attested Copy of character certificate issued by a gazette Officer.
X. A recent colour passport size photograph should be pasted on the application form with self-signature at the space provided for the purpose .
XI. The candidates are required to produce the originalof all above documents at the time of verification failing which his! her application shall be liable for rejection .
How to apply :
Application in the prescribed form along with required documents shall be submitted to the Collector-cum-CEO,DRDA, Malkangiri district in an envelope super scribed as “APPLICTAION FOR THE POST OF CONTRACTUAL ACCOUNTANT-CUM DATA ENTRY OPERATOR ( RGPSA )” by registered/speed post / in person only on or before 20.02.2014 . The application form will not be received after 5.00 PM. on 20.02.2014 in the office of the Collector-cum-CEO,DRDA, Malkangiri.
The authority will be in no way responsible for any postal delay or loss in transit . Applications received in any other formats or by any other means or incomplete in any respects will not be accepted . A receipt as a token of acknowledgement shall be issued by the office of the Collector-cum-CEO, DRDA,Ma|kangiri while receiving the applications by hand .
Selection Process :
a. Selection of candidates would be on the basis of marks secured in H80 and +2 Examination. The 50% of percentage marks secured in HSC Examination and 50% of percentage marks secured in +2 Examination ( Excluding 4th optional ) will be added to draw up the merit list of candidates .
b. Applicants with +2 Commerce qualification will be preferred over the applicants having +2 Science or +2 Arts qualification. If no applicant with +2 Commerce qualification is available , then the applicant having +2 Science qualification will be preferred over the applicants having +2 Arts qualification.

It is about 5 years the RGPSA scheme was stopped by NDA government but the state government should declare alternate scheme because thousands of candidates are jobless.
In this type of political game, general candidates are suffering. Please do something.

I am from Dhenkanal. Today (20/04/2015 Monday) I was meet the panchayatraj commissioner D.K SINGH in the panchayatraj dept. Yo know the status of engagement of ADEO under RGPSA scheme the commissioner said me that the RGPSA scheme is closed In odisha. So No appointment will be given of ADEO. So I call all the applicants to go under the Honorable High court and file a case against odisha govt.
You are right Archana. I have got same information from Ngr DRDA. The central govt hasn’t send money to state govt so the state govt has take this decision to stop all postings for now. But the case is not closed.

By visiting Drda,bargarh I sure that,there is no any recruitment will made for this post and you know guy’s they also clear that its a order by the superior department to totally close this recruitment and also return the bank draft money (100 for sc st and 200 for other-paid during applications submission) by post to new applicants to their home.

In some districts like Nuapada,Sambalpur already declared provisional list of new candidates as well as they called the applicants for computer test. You can check it in nuapada.nic.in website at notifications panel.

I saw the website of panchayatraj dept odish in letter no 338 in e dispatch . As per this letter panchayat raj commissioner send a letter to all pd to complete recruitment of accounts cum deo in each gp where there are no any case or stay order issue in high court. You also see this in odisha high court website as per misc case no 23499 of 2014 in status section .

Until you all gathered and file a counter case to vacant the stay order. If 4 to 5 applicants gathered and file the counter then you may win the case. Otherwise it is impossible though some ministers support GRSs.
How much time it will be taken to declare about the future of the RGPSA job aspirants? It already has taken 3 months. The new aspirants are the real claimant for this job as they have the required qualification and knowledge to manage the accounts of any level in the panchayat. This job will secure the future of the new job hunters and the panchayat will get errorless work from them. The claim by the GRS are baseless. If the High court declares on the favour of the GRS, it will be injustice and unfairness for the RGPSA job aspirants by the law. Please pay a quick eye on this matter.
GRS have already in grs post. 97.04 RGS they have no educational qualification or computer operation system knowledge. So how it is suitable for the panchayat DEO post? Govt know or didn’t know.

It has seen that before few months ago,DRDA has arranged an exam for GRS towards the promotion,ie VLW again when the ACCOUNTANT CUM DEO is required ,grs have complained. My question is that if there is any complaint regarding the new appointment in DRDA,why should the govt asked application for new job-hunter,? Govt should promote the GRS or give them training.

As per my knowledge the accountant cum deo post got stayed by Odisha govt for the strikes of GRS of some districts. Actually they want to claim this post. After 3 months the result will be declared whether the GRS of all panchayats are able to claim this or not. If the case doesn’t goes to the favor of GRS then it becomes a good news for the new applicants.
