1. Safety Manager :
** Engineering Degree with all safety accreditations. Age between 40 – 50 yrs. Preferred Nationals : British and South African. 15-20 years experience in the Oil and Gas Plants construction preferably in the Middle East. Must be safety professional.
** Oversees and directs all policies with regards to an employer’s safety program. Develops and administers programs that Educate employees on, and ensure compliance with, all regulations issued by the Occupational Safety and Health Administration (OSHA) and other government agencies.
** Maintaining an in-depth knowledge of all laws surrounding construction safety, develops and implements policies, procedures and other company-wide safety standards.
** Following incidents of construction-related accidents, performs a thorough investigation to ensure that all required policies were followed.
** Develops and maintains a tracking system to monitor all construction-related accidents.
** Establishment, implementation and improvement of the HSE Management Plan, Company’s HSE policy requirement, HSE Policies, performance standards, objectives and targets.
** Setting up project HSE programs and procedures including training and audit programs to ensure they meet project HSE goals and objectives and preparing and implementing remedial- /- t initiatives to address areas of inadequacy.
** Management, in conjunction with his site HSE Managers, HSE superintendents, Engineers, Supervisors and Officers for the delivery of the highest levels of HSE performance during construction, commissioning and start-up phases of the projects.
** Management of all HSE support functions, including recruitment and HSE training.

2. Senior Mechanical Procurement Engineer :
** FOR ARAB NATIONALS
** Bachelor’s Degree in Mechanical Engineering
** Minimum 8 years experience in procurement in a construction firm of Nesma’s size or larger
Responsibilities :
The general responsible for the operations of the Procurement of a project under the direction of Procurement Manager.
** Ensure by personal direct action that the requested items meet the required specifications and are obtained at the lowest possible price and delivery schedule. Ensure that purchase orders are issued in timely and efficient manner. Distributes the purchase requests to the purchasing agents or buyers for action. Responsible for the maintenance of materials files, records and documents. Assumes the responsibility of the Procurement Manager in his absence.
** Responsible for implementing and maintaining the Quality Management System for the Procurement of a project together with the generation of the required Quality Records that demonstrate this.
** On receipt of new project, identify materials required for projects from the BOQ, drawings and specifications.
** Coordinates and consolidates requests for permanent materials among multiple projects to negotiate the most advantageous terms for Nesma.
** Coordinate with engineering when design / details are involved.
** Prepare the procurement schedule and material files.
** Send procurement schedule to project manager to complete the schedule with dates of material required on site.
** Review the completed procurement schedule with procurement manager.
** Identify qualified suppliers for material.
** Send out RFQ as per procurement schedule.
** Analyze price proposals, financial reports, and other data and information to prepare techno-commercial comparison sheet to evaluate the quotation.
** Meet with suppliers to discuss the requirements of the offered quotation and negotiate prices, payment terms and delivery conditions.
** Discuss the material files with procurement manager as required.
** Prepare submittals as decided by the procurement manager.
** Prepare the purchase orders / subcontract agreement as per approved submittal and material service request sent by site.
** Complete the PO’s attachment, comparison sheet and material file for procurement manager’s review.
** Conduct regular visits to sites for procurement coordination.
** Analyze reports and initiate remedial action if problems arise.
** Attend project meetings (as required), trade shows, conferences, conventions and seminars to network with people in other purchasing departments.
** Monitor contract performance to ensure compliance with contractual obligations.
** Extend support to Estimation Department in sending RFQ, obtaining quotation, preparing comparison sheets and preparing material files.
** Maintain quality records for all purchase orders, items, purchased costs, delivery, product performance and inventories.
** Develops and institutionalizes Nesma’s Procurement databases, know-how, controls, and capabilities in the field of Electrical Engineering.
** Maintain price control for all purchased items and identify / maintain new price control.
** Expedite some items in coordination with the quality control section.
** Provide support for the professional development of staff and managers reporting directly to him.
** Liaises with internal and external stakeholders for the execution of Procurement transactions
** Coordinates with the Procurement Manager for the management of Mechanical Procurement Officers
** Negotiates with suppliers on complex price quotation
Skills :
