BLO Registration :
Registration of applications for appointment of officers as Booth Level Officers (BLOs) for helping the public to enroll, shift, make corrections and delete names in the Electoral Rolls has started. Applicants can apply online through the facility available in the Chief Electoral Officer’s web site.
Duties of BLO:
The Election Commission of India vide 23/BLO/2006-PS-II dated 09.08.2006 has decided to have one Booth Level Officer to verify, scrutinize the voters’ list of each polling station in the country, with the specific objective of ensuring purity of rolls for a free and fair election. A BLO will function as a custodian of the Electoral Roll of the part (Polling Booth) assigned to him/her and make a thorough study of the Electoral Roll, make frequent field visits, interact with local people particularly elders and local representatives towards ensuring a healthy and correct Electoral Roll .
The State of Kerala has at present 21932 polling stations and there is one BLO in each of these Polling Stations. Now that the duties and responsibilities of the BLOs are diversified, it has been decided that all the Polling Stations should have BLOs who are willing to undertake responsibilities entrusted in respect of electoral roll maintenance and other election relation works, as directed by the Election Commission of India. The work of a BLO will be in addition to the regular duties of the officer.
Who is eligible to apply for being appointed as the Booth Level Officer of a Polling Station?
1.He/She should be a resident of the locality and a voter of the particular booth to which he/she is to be engaged as a BLO.
2.He/She must be an employee of any Government Department, PSUs , LSGIs
3.He/She can be an Anganwadi Worker, Postman or a retired Government Servant.
4.He/She should work in the same district as that of the booth.
Who is not eligible to apply?
1.He/She should not be an employee of the Financial/Banking Institutions/Courts of Law.
2.He/She should not be a member of the forces like Police, Excise/Fire force who is bound to wear uniforms.
3.He/She should not be a member/worker/having any allegiance to any political party in the state.
4.He/She should not be an operating staff of the Kerala State Road Transport Corporation.
5. He/She should not be an office bearer of any service organization.
Remuneration :
1. Any one appointed as a BLO is eligible for an honorarium of Rs. 6000/ per year and a phone allowance of Rs. 100/month.
2. He/she is also eligible for a payment of Rs. 4/per verification report submitted by him/her.
3. He/she is eligible for a payment of Rs. 100/- per meeting convened by election officials.
