How to Obtain Driving Licence?
No person shall drive a motor vehicle in any public place unless he holds an effective Driving license issued to him authorizing him to drive vehicle of that particular category.
Learner License :
The application for Learner’s License must be made to the Local Transport Zonal Office. The timings for the public dealings in the office are from 03.00 AM to 04 :00 PM and the general office timings are from 10.30 AM to 05.00 PM.
For riding vehicles upto 50CC engine capacity and without gear, the applicant should be atleast 16 years of age. (Provided parents/guardian consent obtained.)
For riding a commercial vehicle, the applicant should be atleast 20 year and well-conversant with traffic rules & regulations.
Supporting Documents/Photographs :
The documents required along with the learner application form are as follows
Residence proof – attested copy of any of the following :
** Ration card
** Life Insurance Policy
** PassPort
** Voter Identity card
** Pay slip issued by any office in the Central/States or a local body
** Post office or Bank Pass Book indicating residential address
** House tax receipt
** House allotment letter issued by Estate Officer or DDA etc.
** Certificate from employer in case of Government Servant.
** Accident Life insurance Policy
** Marriage certificate issued by designated Magistrate
** Income tax Returns
** Residence Certificate issued by the District Administration.
Age Proof attested copies of any of the following :
** School certificate
** Passport
** Birth Certificate
** Certificate issued by any office in the Central/States or a local body.
Form No.2 : Application for learner license with passport size photo graph.
Form No.1 A : Medical certificate -It is required in case of commercial licenses.
Form No.3 : Learner license Issued by Officer with photographs.
Form No.1 : Self declaration of Medical fitness.
(The originals of the documents whose attested copies are enclosed must be carried along)
Procedure :
After verification of your Application/Documents you will have to go through a learner test. The learning license is issued to the applicant who has passed this test. A handbook is provided to go through and learn before about the contents of learner’s test like Road signs, Traffic rules & regulations with the learners license application form.
The learner license is issued to the applicant who has passed the learner examination. It is issued after 2-3 Days of evaluation of the Test/Application/Documents.
Learner’s License Fee :

Double Vehicle – Rs. 140/-
Permanent License:
The application for Permanent License must be made to the District Transport office of the Licensing Authority Office.
Eligibility :
The applicant should :
** Have a valid learner license
** Apply after 30 days and within 180 days from the date of issuance of learner license.
** Be conversant about the vehicle systems, driving, traffic rules & regulations.
Supporting Documents/Photographs :
** Your valid original learner’s license.
** Application in Form No.4
** Proof of age and residence (as attested photocopy as well)
** One recent passport size photograph
** Form No.5 in case of commercial license.
** The vehicles for which category you are applying the license.
** Your original license in case of endorsements of categories.

Procedure :
After scrutiny of your Application/Documents you will be put through the driving test. For driving test you have to bring your vehicle with you. You will be tested for your driving skills, familiarization with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety.
Procedure (for issuing Smart Card as a permanent license) :
It is the same process as getting the driving license. Earlier driving license was issued in the form of manual book. Now, instead of manual book you can obtain driving license in the form of Smart Card. The only addition is that the applicant has to go to DTO and get his picture snapped to put in the Smart Card. The Smart Card will be issued after 3 days.

Renewal of Driving License :
Validity of a driving license :
A license is valid for 20 years from the date of issue or till the license holder turns 50 years of age, whichever happens earlier. The driving license is required to be renewed after expiry of its validity. Upon expiry the applicant must approach to his local District Transport Office during public dealing hours for the same.
Supporting Documents/Photographs :
For Private License :
** Application in Form No.9.
** Rs. 50 for fees.
** 2 copies of your recent passport size photograph.
** Driving license held.
** Proof of age and residence.
** Medical form No.1 self declaration of physical fitness.
(A fine of Rs100/- shall be charged as file, if the applicant comes late.)
For Commercial License :
** The above documents as used in Private License
** Medical form No.1 A in all cases.
** Driver refreshing Training certificate in case of HMV.
The renewal of license in case of private license is done after 3-4 days but for commercial license the renewal is made after verification of the particulars.
Duplicate License :
A Duplicate License is issued in case of loss, theft, or on mutilation We recommend you to keep the photocopy of your license safe, particulars of license noted with you so that you may not face troubles in case of loss/theft. It would be easier to locate about your license particulars from the record. If you can not provide the particulars it is advisable to go ahead for fresh license instead of duplicate of license.
Procedure :
For the applying for a duplicate license, the following is required :
** Application in Form LLD.
** FIR of the lost license
** Rs. 60 for fees along with Rs. 200 for issuance of License.
For duplicate license you have to approach the issuing authority and the particulars will be verified from their records. The validity of duplicate license will be the same of your previous license. The original issuing authority will issue your duplicate license.
If your license is lost and expired by more than 6 months your case requires permission from Head Quarter of Transport Department.
International Driving License :
International driving licenses are issued from District Transport offices. The validity of this permit is for one year. You are required to get your license from the country you’re visiting within one year period.
