Online Choice-Filling and Seat Allocation Process :
Online Choice-filling for Shortlisted Candidates :
Candidates who would qualify in JEE(Advanced) – 2014 and get shortlisted for online choice-filling for various undergraduate courses in IITs/ ISM Dhanbad will have to follow the procedure as listed below
1. Registration on the Online Choice –filling portal
2. Filling of choices for various undergraduate programs.
3. Online Payment of Partial Admission Fee, if allotted a seat,
4. Online seat acceptance (by uploading relevant documents)
Note :
** All these processes will be carried out online through the Joint Online Choice-filling and Seat Allocation Portal (JOCSAP) on the JEE (Advanced) – 2014 web site to be operative from June, 20, 2014 till the end of all allocation processes. On declaration of result of JEE (Advanced) – 2014, on June, 19, 2014, candidates will be able to access the web page to view their result details (rank in Common Merit List and in Category to which they belong) and will be prompted to access JOCSAP if they are shortlisted to fill choices, as per their interest in joining various undergraduate programs in IITs and ISM.
** In addition, candidates declared eligible for choice-filling and desirous of joining the B.Arch. courses (Codes : G5101 and R5101) will be required to qualify in an Architecture Aptitude Test (AAT-2014). The AAT-2014 will be held on Friday, June 26th, 2014 at seven Zonal IITs (Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee). On entering the choice for any of the two courses, they will be prompted for registering for AAT and will have to click YES. They will have to report at their zonal IIT on the day of the test (26.06.2014).
** The AAT-2014 will be of three hours duration, from 9.00 AM to 12.00 noon. Candidates must bring their original JEE (Advanced)-2014 Admit Card with them for appearing in the AAT-2014. Candidates who fail to qualify in this Aptitude Test will not be eligible for admission to B.Arch. courses. Syllabus for the test is given in the JEE (Advanced)-2014 Information Brochure
Step-by-Step Procedure for the Online Choice-filling and Seat Allocation Process :
Step 1 : Online registration
A candidate declared eligible for online choice-filling for various undergraduate courses in IITs and ISM Dhanbad should visit the JEE(Advanced)-2014 Online Choice-filling and Seat Allocation Portal ( JOCSAP) , to get a User ID and register any time between June 20-24, 2014 (5 days). The candidate will be required to provide some JEE(Advanced)-2014 related personal information and prompted for a password, which is required for all subsequent visits to the JOCSAP.
Step 2 : Online choice filling
1 : After registration, shortlisted candidates are permitted to enter the JOCSAP site to fill the course choices. Course choice filling is open till 5 PM on June 24, 2014. Beyond this deadline, no fresh choice-filling / modification will be permitted. Candidates can fill in as many numbers of choices as they like in the order of their preference from the list of available courses with specified intake capacity. Candidates are permitted, if they so desire, to change or re-order their choices, delete earlier choices and add new choices any number of times until they lock their final choices. Choices should be positively locked before 5 PM on June 24, 2014. If candidates fail to explicitly lock their choices by 5 PM, June 24, 2014, their choices will be automatically locked after this deadline. The intake capacities in all undergraduate courses of all IITs and ISM Dhanbad are provided in Annexure-3. If for some reason access to the JOCSAP is denied at any time during the specified time interval, an online request may be submitted to the JEE helpline (admission_2014 AT adm.iitkgp.ernet.in) for gaining access. The last date for receiving such a request is 5 PM, June 23, 2014.
2 : The JOCSAP has been designed as user friendly as possible. For example, after filling choices for the first time and before locking, the candidate may visit the portal any number of time and edit the choices such as entering new courses, deleting any of them and reordering. For reordering, the candidate just has to change the preference number and the order will be rearranged on the click of a button. The candidate must save any modification done to the previous choice sheet.
3 : The course allocation for a candidate is done strictly on the basis of the All India Rank (AIR) (in CML and in Category to which the candidate belongs) he/she gets based on the performance in JEE(Advanced)-2014 as well as the courses he/she selects in order of preference during online choice-filling For example, a candidate with AIR 558 will be allotted a seat after all candidates with AIR better than or equal to 557 have been allotted seat. Please note that if the choices are not exercised judiciously and adequately, a candidate may land up with no seat allocated to him/her. For every candidate, if his/her first choice is available, he/she is allotted that choice.
4 : Otherwise further choices, strictly in order of the declared preferences in the choice sheet, are considered. The highest available choice is allotted to the candidate and all subsequent choices are ignored. For example, if a candidate gives 20 choices and gets the 15th choice, remaining five choices down the order will be ignored and at no point of time, the candidate can avail such a choice. If the candidate does not fill sufficient number of courses as choices, he/she may not get any course allotted. The choices locked by the candidate in JOCSAP are final and cannot be changed at a later stage. Thus, in their own interest, candidates must fill in a sufficiently large number of choices of courses in the decreasing order of preference. The opening and closing ranks for all courses in 2013 available on the JEE (Advanced) – 2014 web site. Courses in Mining Engineering and Mining Machinery Engineering and related courses (Codes: G4130, S4130, V4130, S4131, G5247, S5247, V5247, G5248, G5501, G5505 and S5402 in Table 1) have additional prescribed standards of fitness. These candidates should be free from colour blindness and the standard of visual acuity with or without glasses should be as per DGMS Circular 14 of 1972 (the distant vision of eye with or without glasses should be not less than 6/6 for better eye and 6/9 for worse eye). The candidates with one-eyed vision are not eligible for these courses. In addition, candidates seeking admission in Petroleum Engineering related Courses and M.Sc. Tech. Applied Geology (Codes: S4134, S5252 and S5701) should also be free from color blindness.
5 : Candidates must make sure that they meet these standards if they opt for these courses.

these requirements but opts for these courses and is allotted one of them, his/her admission
will be cancelled if detected at any later point of time.
6 : In all such cases the candidate will have no claim for any other course of study in any of the institutes. ISM Dhanbad does not admit women candidates in the Mining Engineering, Mining Machinery Engineering and related courses (Codes: S4130, S4131, S5247, and S5402 in Table 1).Women candidates are eligible to opt for Mining Engineering at IIT Kharagpur and IIT(BHU), Varanasi (Codes:G4130, V4130, G5247, V5247 and G5248 in Table 1), provided they fulfill the special medical requirements as mentioned above. Women candidates opting for these courses may also note that Section 46(1) of the Mines Act, 1952 states that “No women shall, notwithstanding anything contained in any other law, be employed (a) in any part of a mine which is below ground, (b) in any mine above ground except between the hours 6 AM and 7 PM”.
7 : To take care of the possibility that some candidates may not take admission, the number of candidates considered for online seat allotment is kept more than the number of seats available in the participating institutes. Therefore, being shortlisted for online choicefilling on qualification in JEE(Advanced)-2014 does not guarantee seat allocation.
Step 3 : Online seat allotment
There will be three rounds of course allocation in JEE (Advanced)-2014. The first round of course allotment will be declared on the JOCSAP by July 1, 2014, the second round of course allotment by July 8, 2014, and the third round of course allotment by July 12 , 2014. At the end of every round a candidate should visit the JOCSAP site to know about the course allotted to him/her. This allotment may change in the subsequent rounds to a choice better than the one allotted in the earlier round depending on the number of candidates declining the seats offered to them in the earlier round. In no case will a candidate be allotted a choice lower in his /her preferance list in subsequent round than what was allotted in the previous round. The course allotted at the end of third round of course-allocation is final. There is no provision to freeze the course allotted to the candidate at the end of the first or second rounds.
Step 4 : Provisional admission
1 : Candidates who are allocated a seat in a program in any IITs or ISM, will have to accept the offer
(i) by paying the provisional admission fee online, using the link for the Electronic Payment Gateway (payment by Internet Banking, Debit/Credit Cards as well as payment in the nearest branch) ,
(ii) uploading a Declaration on Acceptance Form (generated in JOCSAP) signed by themselves and their parents, that they are eligible for admission as per the ‘top 20 percentile cut off marks of their respective Board in their respective categories for the year of passing the Qualifying Examination’ and
(iii) upload the scanned copy of marksheet of class XII as well. The top 20 percentile cut off marks of all Indian and Foreign Boards (refer to JEE (Advanced) – 2014 Information Brochure Section 3.4) in various categories will be displayed in JEE (Advanced) – 2014 web site (if made available by the Boards) for candidates to refer at the time of acceptance.
2 : Candidates should take a print of the Declaration on Acceptance, sign and upload in JOCSAP along with the scanned copy of their Mark Sheet of the Qualifying Examination. All candidates belonging to GE and OBC categories will have to pay an amount of Rs 60000 and all SC, ST and PwD candidates will have to pay an amount of
Rs 20000 as partial admission fee.
3 : Candidates who do not accept the offer of admission in the first or second rounds of seat allocation will be automatically out of the subsequent round of seat allocation.
4 : During online seat allocation, the soft copy of the category (SC/ST/OBC-NCL) certificates uploaded at the time of registration or afterwards ( i.e., till 31st May, 2014) will be scrutinized. If the certificate is found to be unacceptable, they will be treated as GE only if their score in the Paper-1 of JEE(Main) – 2014 is above the cut off marks declared in CML. They will be allocated seat, if available, accordingly.
Withdrawal of Admission :
1 : A candidate who wishes to vacate the seat accepted in the first or second round may do so by visiting JOCSAP and withdraw the admission offer. The candidate will be able to download the Withdrawal Form from the portal, sign and get it signed by the parents and upload the scanned copy of the same on the portal. The partial admission fee collected from them online will be refunded back to them online, to the same Bank Account or Debit/Credit Card used during online payment*.
2 : The withdrawal facility will be available from 9th to 11th of July and would be closed at 5:00 PM on 11 July 2014. Such candidates will be eligible to write the JEE (Advanced)-2015 provided they satisfy other eligibility criteria. Those who had paid in the bank the refund draft shall be sent to the registered postal address.
3 : A candidate, who accepts a seat by paying the partial fee but does not report to the allotted institute for admission will not get any refund. In addition, these candidates will not be eligible for appearing in JEE (Advanced)-2015.
Note :
* Candidates who would have paid in Branch of ICICI or SBI would set their refund through cheque.
Voluntary Withdrawal From Seat Allocation System :
1 : Those candidates who have not been allotted any seat after the second round of seat allotment and also do not wish to be considered for seat allocation in the third round, may voluntarily withdraw from the online seat allotment process before the third round of allotment of seats.
2 : They may do so by accessing JOCSAP and downloading a Voluntary Withdrawal Form and uploading a scanned copy of the signed form (signed by him/her as well as his/her parents) from 10:00 AM, July 9, 2014 to 5:00 PM, July 11, 2014. These candidates will be eligible to write JEE (Advanced) – 2015 provided they satisfy other criteria.
3 : An update on the number of seats vacant in various courses as on 5 PM, July 10, 2014 (taking into account withdrawals described in Section 1.2) will be available in JOCSAP website by 8 AM, July 11, 2014.This may help the candidates in assessing their chances of getting the desired course(s) in third round of seat allotment.
Sliding of Allocated Seat Up In the Order of Choice:
1 : At the end of every round a candidate should visit JOCSAP to know about the latest course allotted to him/her. This allotment can change in the subsequent rounds to a choice better than the one allotted in the earlier round depending on the number of candidates declining the seats offered to them in the earlier round.
2 : If a candidate gets a seat that has a higher preference in his/her list of choices, in any subsequent round of allotment, the candidate shall have to accept that seat. No request to keep to the previously allotted seat will be entertained. However, such candidates if they wish may withdraw as per clause 1.2.
Procedure for Admission at Admitting Institutes :
1 : After the end of third allocation (july 12, 2014), candidates who Have accepted the offer of admission by paying (up to 5:00 pm, July 15, 2014) can take a printout of the final course allotment Along with provisional admission letter from jocsap and Report to the admitting institutes on the date of registration As notified by them in their respective web pages. Candidates Once admitted to a particular institute through jee (advanced)-2014 cannot be transferred to another admitting Institute.
2 : All candidates must take the following original documents along with one attested copy for verification at the time of reporting in the admitting Institute where they are offered admission. They may contact the Office of the Dean of Academic Affairs for detailed information / clarification and visit the web page of the respective Institutes.
The documents are :
1. Printout of the final course allotment letter from JOCSAP
2. Original Admit card of JEE (Advanced) – 2014
3. Duly filled Application Form(Annexure 1)
4. Dully filled Medical Examination Report (Annexure 2)
5. Class X( High School) Board Certificate/ Any other certificate as proof of dates of birth
6. Mark sheet and certificate of passing the qualifying examination.
7. Valid Certificate of category in the prescribed format (OBC (NCL)/SC/ST/PwD/DS) issued by a competent authority.
8. Attested photocopy of the page in their passport that contains the name, photo and nationality (Only for foreign nationals).
During document verification, admission is liable to be cancelled due to any one of the following :
** If the candidate was born before October 01,1989 (before October 01, 1984 in the case of SC/ST/PwD candidates)
** Passed qualifying examination(Refer Appendix 4 of JEE(Main) Bulletin for the list of qualifying examination) for the first time in 2012 or before
** Obtained marks less than 20 percentile of successful candidates in their corresponding board in corresponding category for those who passed qualifying examination in 2013 or 2014
Preparatory Courses :
In case the seats reserved for SC/ST/PwD candidates are not filled, a limited number of candidates are admitted to a Preparatory Course of one-year duration on the basis of further relaxation of admission criteria (see section 9.3 of Information Brochure JEE (Advanaced) – 2014). Admission is given to the candidates in the preparatory course provided
(i) the seats reserved for the respective category are vacant,
(ii) candidates satisfy minimum norms, and
(iii) candidates have not undergone the Preparatory Course earlier. On successful completion of the course, the students will be offered direct admission to the undergraduate programs in July 2015, (Academic Year 2015-16) against the unfilled reserved seats of JEE (Advanced) – 2014. All the sixteen IITs and ISM Dhanbad run preparatory courses of one year duration for SC, ST and PwD candidates. Candidates admitted to the Preparatory program are also eligible to write JEE (Advanced) – 2015 subject to fulfilling other eligibility criteria. The preparatory choice filling will also be performed online through JOCSAP.
