Introduction :
The Post Office Savings Bank is now the largest savings Institution in the country with a net work of about 1,45,000 Post Offices .The Post Office Savings Bank has emerged from its limited role of providing the poor people with a safe means of securing their savings to a major instrument for mobilising savings for meeting development expenditure of the Nation and the State as well. The Government have been introducing various schemes from time to time to suit the varying requirements of individuals.
The Small Savings department of State Govt. of Maharashtra works for mobilising the savings, appointing the Agents. The State Govt. gets 100% share against total deposits made in a year in the State from Govt. of India on loan basis. The State Govt. uses these funds for implementing the welfare schemes of the public in the State. It has a net work of Officers at State, Division and District level. In Dist. Collector Office, Asstt. Director of Small Savings with his Small Savings Officers is incharge of implementing this Scheme.
For mobilisation of the Schemes Small Savings Agents, Mahila Pradhan Bachat Agents are appointed by the Collector Office. These agents propagate the scheme among the public and collect their investment and deposit in Post Offices. The appointments, renewal and cancellation of the agencies of Small Savings Agents and Mahila Pradhan Bachat Agents are made by this Small Savings Branch in Collectorate.
The appointment of agents under Public Provident Fund which is also a Small Savings Scheme is made by the Divisional Dy. Director of Small Savings, Divisional Commissioner Office Aurangabad.
There are 277 Small Savings Agents, 1240 Mahila Pradhan Bachat Agents and 67 Public Provident Fund Agents are working at present in Aurangabad District.
Agency System under Small Savings Scheme :
There are three types of agencies under Small Saving. The conditions and documents required for appointment of agents are as follows.
The individuals appointed as an agent under SAS agency are allowed to propagate and deposit in 6 Year National Savings Certificates, Kisan Vikas Patra, Post Office Time Deposits, Monthly Income Scheme, and Sr. Citizen Deposit Scheme 2004. The commission on the business made on these Schemes to the agents is one percent except Sr. Citizen Scheme. The commission on Sr. Citizen Scheme is half percent. Only ladies are appointed under Mahila Pradhan Bachat Agency. They are allowed to transact business of Recurring Deposit Scheme. The rate of commission on the business of R.D. scheme is 4 %.
The conditions for appointment and documents required for appointment of SAS and MPKBY agents are as follows.
A) Educational Qualification : for Urban Area is H.S.C. and for Rural area it is S.S.C. Pass.
B) Age Limit : 18 years to 50 years.
C) Security deposit : Rs.2000/- in shape of National Savings Certificates or Kisan Vikas Patra purchased in his/her own name which is to be pledged in the name of Asstt. Director of Small Savings. For MPKBY agents the security deposit of Rs. 1000/- purchased in her name which is to be pledged in the name of Collector Aurangabad. For PPf agency the certificates are to be pledged in the name of Divisional Dy. Director of Small Savings Aurangabad.
D) Residential proof : Ration card/ MSEB Light Bill / Telephone Bill
E) Personal Sureties : Two personal sureties of Rs.25000/- each of employees in shape of their Income Tax Return of two years or Salary certificate or property Tax receipt with residential proof of sureties. For MPKBY agents two personal sureties of Rs.10000/- each is required. For PPF agency personal security is not required.
F) Photo : Four passport size Photos.
G) Personal Agreement : in on Rs.20/- Judicial Stamp paper duly attested.
H) Two character certificates : of the incumbent from Head Master/Principal/Gazetted Officer
I) Age proof : The School Leaving Certificate/S.S.C. Certificate or birth certificate.
The Small Savings Agent (SAS) and PPF agents have to pay Rs.600/- towards three years Website Membership fees of Directorate of Small Savings, Govt. of Maharashtra. Before applying for the agency the incumbent has to pass one examination conducted by the Government with 50 % marks.
