MEDICAL ASSISTANCE :
Eligibility
Assistance from Chief Minister’s Relief Fund is given to :
** Permanent residents of the State of West Bengal.
** Distressed patients who are unable to bear the cost of treatment.
** Patients who are not eligible to get benefit of Employees State Insurance Scheme or get reimbursement from employer/organization.
** Patients can avail the assistance only once for the same case in one financial year.

How to Apply :
People who seek financial assistance from Chief Minister’s Relief Fund may send their signed application on plain paper along with all related documents to :

Following are the required documents for financial assistance from Chief Minister’s Relief Fund for medical treatment.
1. All papers relating to the probable or actual expenditure for the treatment including quotation,the tentative date of operation certificate from the concerned authority, if patient is admitted. The expenditure incurred prior to the date of receipt of application in CMO is not admissible.
2. Monthly Family Income Certificate from any one mentioned within the bracket (DM/ SDO/ BDO / Group-A Govt. Officer not below the rank of Jt. B.D.O./ Executive Officer in case of Municipality / Deputy Commissioner of Corporation).
3. Certificate regarding availability/non-availability of financial assistance / reimbursement from the employer. Pay certificate from the employer showing medical allowance.
4. Recommendation from an elected people’s representative (MP/MLA).
5. Written statement on whether applied/not applied to other government/non- government organization.
6. Written statement on whether financial assistance has been received from any other government/non-government organization.
7. Written statement on whether financial assistance has been received previously from Chief Minister’s Relief Fund
8. Whether covered by any health Insurance Scheme.

Photo copies of all the documents are required to be attested by Group-A Govt. Officer.

Sanction & Disbursement :
Applications for sanction of financial assistance from Chief Minister’s Relief Fund are processed and examined By the CMRF Cell of Chief Minister’s Office. The application may be sent to District Magistrate or Commissioner of Police, Kolkata, as the case may be, for enquiry.Hon’ble Chief Minister, West Bengal sanctions financial assistance from the fund to partially defray the expenses of treatment.The financial assistance sanctioned is a one-time grant only. Generally the sanctioned amount is directly forwarded to the concerned hospital/institute as per their advice.The particulars of sanction of assistance will be posted on the website[wbcm.gov.in] as soon as possible so that the patients could readily know about the status of their application.

EDUCATIONAL ASSISTANCE :
Eligibility :
Assistance from Chief Minister’s Relief Fund and Chief Minister’s Discretionary Fund is given to the student :
** Who is a permanent resident of the State of West Bengal.
** Who is studying in any institutions of the State after passing out the State Board /Council of Secondary Education or a State aided University in West Bengal.
** Who has got 65% marks in aggregate in Madhyamik Examination [for H.S. level] or 60% in aggregate in H.S. Examination [ for U.G. level] or 55% Marks in the Honours Subject [for P.G. level]
** Who do not enjoy any other governmental(central/state) scholarship or stipend for the same course or stage of study.
** Whose annual family income does not exceed Rs. 60000/-.

How to Apply :

Following are the required documents for financial assistance from Chief Minister’s Relief Fund for scholarship.
1. Copies of Mark Sheets of all previous examinations passed.
2. Copies of Rank Card & Allotment letter of Selection Committee (only for JEE or Equivalent Examination)
3. Copy of Monthly Family Income Certificate from any one mentioned within the bracket – (DM/ SDO/ BDO / Group-A Govt. Officer not below the rank of Joint B.D.O./ Executive Officer in case of Municipality / Deputy Commissioner of Corporation).
4. Copy of Recommendation from MP/MLA stating monthly family income of the student.
5. Self declaration of the student under his/her signature regarding present course of study mentioning year/semester and receipt of any scholarship / aid/assistance, duly countersigned by the head of the Present institution with seal .

Photo copies of all the documents are required to be attested by Group-A Govt. Officer.

Sanction & Disbursement :
Request for sanction of financial assistance from Chief Minister’s Relief Fund and Chief Minister’s Discretionary Fund are processed and examined by the CMRF Cell of Chief Minister’s Office. The application may be sent to District Magistrate or Commissioner of Police, Kolkata, as the case may be, for enquiry. Hon’ble Chief Minister, West Bengal sanctions financial assistance from the fund. The financial assistance sanctioned is a one-time grant only. The students should collect the cheque from Writers’ Buildings, Kolkata showing the sanction letter. The particulars of sanction of scholarship will be posted on the website [wbcm.gov.in as soon as possible so that the students could readily know about the status of their application.

CM’S RELIEF FUND :
General Details :
Objectives :
The Chief Minister’s Relief and Discretionary Fund extend relief measures to the distressed. Hon’ble
Chief Minister of West Bengal sanctions financial assistance to the poor who are in distress due to reasons such as :
** Health problems which require expensive Medicare.
** Financial scarcity of meritorious students for pursuing higher education.
** Loss of properties and sources of livelihood due to unforeseen incidents, natural calamities, road & fire accidents etc.

CMRF Cell
Chief Minister’s Relief Fund Cell, a specialized Cell in the Chief Minister’s Office
** Process all the application and disburse the sanctioned money.
** Maintain proper accounts for the receipts and expenditures, which is audited every year.

Donation :
The Chief Minister’s Relief Fund has been built up by donation / contribution made by humanitarian and socially committed persons or organizations. The donation or contribution made to this fund is entitled for 100 % exemption from Income Tax under Section 80(G)(2)(a) (iiihf).
All donations, big or small, are most welcome
The donation may kindly be sent either by Cash or Cheque or Demand Draft drawn in favour of ‘CHIEF MINISTER’S RELIEF FUND’.
Specific cause for donation may be mentioned in the forwarding letter to enable utilization accordingly.
Reciepts will be given immediately anticipating credit of the amount.
