Unemployment Allowance Application Procedure :
Vide “Punjab Payment of Unemployment Allowance to Educated Unemployed Persons Rules 1978” the State Govt. provides financial assistance to the educated unemployed youth of Punjab. The youth can avail this benefit only for 3 years.

Persons eligible :
i) He should be Matric pass.
ii) He should be Within the age limit of 17-40 years.
iii) His name should be continuously on the Live Register of the Exchanges of the State of Punjab for 3 years. In case of Physically Handicapped the condition of 1 year will apply. The blind are eligible immediately after registration..
iv) He should not have any income of his own.
v) His family income from all sources should not exceed Rs.1000/- p.m
vi) He should not be studying in a recognised educational, technical or professional institution.
vii) He should be a domicile of Punjab or Chandigarh.
viii) Blind, Deaf and Dumb applicants must be of Punjab origin. As a proof of their disability they should furnish a medical certificate from medical officer of a Govt. Hospital

Applying for the unemployment allowance :
1) Eligible candidates have to make an application for the grant of unemployment allowance to the officer incharge of the employment exchange, where he is registered, in the prescribed form.
2) The claimants have to file their initial claim in the form of the specified affidavit.
3) After the initial filing of the claim in the prescribed form, every claimant to the unemployment allowance is required to give an undertaking, in the form of an affidavit duly attested, in every subsequent quarter to the effect that no change has occurred in the facts relating to self, his/her family’s income and unemployment status. Such undertakings are to the filed by the claimant in the Employment Exchange where he/ she is registered.
4) The claimant has to file his/ her undertaking for claiming unemployment allowance within six months from the date when he/ she becomes eligible for a particular quarter.

Rates of Unemployment Allowance :
(I) For Blind, Deaf and Dumb Persons :
a) For Matriculates/ Undergraduate applicants – Rs. 450/- P.M.
b) For Graduate & Post Graduate applicants – Rs.600/- P.M.

(II) For Orthopaedically Handicapped Persons :
a) For Matriculates/ Undergraduate applicants – Rs. 225/- P.M.
b) For Graduate & Post Graduate applicants – Rs.300/- P.M.

(III). For all other categories of persons :
a) For Matriculates/ Undergraduate applicants – Rs. 150/- P.M.
b) For Graduate & Post Graduate applicants – Rs.200/- P.M.

The Department of Employment does not have any self-employment scheme of its own but it acts as a nodal agency for self-employment programmes of the state. Department collects compiles and disseminates information of various self-employment schemes of other departments of the State and encourages unemployed youth as well as students of ITIs and Polytechnics for adopting self-employment as a way of life by the following manners

Identifying and motivating prospective entrepreneurs from its live register to adopt self-employment as a mode of self-sufficiency.

Organizing self-employment camps, melas, as well as seminars, conferences and exhibitions for students, applicants and public in general where information about various schemes on self-employment is provided.

Applications of willing applicants are forwarded to the concerned departments.
