Employment Exchanges :
This Act seeks to give a statutory base for effective implementation of Employment Market Information Programme. As per the provisions of this Act, it is mandatory for employers in the organized sector to,
(1) Notify certain categories of vacancies and
(2) Render statutory returns (ER-I & ER-II) to the jurisdictional Employment Exchanges.
Functions Of Employment Exchanges :
The Employment Exchanges perform the following four important functions :
a) Registration and Placement.
b) Vocational Guidance.
c) Collection of Employment Market Information.
d) Study Circle.
a) Registration and Placement.
Employment Exchanges maintain data bank of job seekers by registering their bio-data for employment assistance.
The applicants are required to produce the following documents for registration purpose :
(1) Copies of marks cards and other testimonials in support of educational attainments.
(2) Two copies of passport size photographs.
(3) Caste certificate by candidates belonging to reserved communities.
(4) Study Circle.
(5) Web enabled Employment Exchange Portal.
Applicants are required to renew their registration once in three years either through post or in person.
Applicants registered at Employment Exchanges are sponsored against notified vacancies on the basis of their seniority of registration and suitability.
The service rendered by the Employment Exchanges is free and impartial
b) Vocational Guidance :
Vocational Guidance and Employment Counseling together constitute an important function of the Employment Exchanges. The Vocational Guidance units in Employment Exchanges and the University Employment Information and Guidance Bureaux provide necessary guidance and information to the job seekers and the student community to help plan their careers.
The Central Institute for Research and Training in Employment Service, New Delhi, has brought out a series of publications on careers, which are available in Employment Exchanges as reference books and also for sale.
Career conferences and exhibitions are also conducted by the Employment Exchanges and the UEIGB for the benefit of job seekers.
c) Employment Market Information :
The Employment Exchanges provide valuable information needed for manpower planning through implementation of Employment Market Information programme
This programme covers the organised sector of the economy, which includes :
(1) All establishments in Public Sector
(2) Non-agricultural establishments in private sector employing 25 persons or more.
d) Study Circle :-
In order to impart training to the job seekers and to improve their employability, the department has started “Study Circle” in all the District Employment Exchanges in the State. This scheme provides free Pre-examination Training to applicants who appear for competitive examinations conducted by various recruitment agencies. Each employment exchange is given Rs.5,000-00 per month to organise this programme which will be spent as follows:-
The classes will be conducted either at the premises of employment exchanges or at any convenient place. All the employment exchanges have been equipped with Career Library. Internet connectivity has been provided to each Study Circle which helps n dissemination of Career / Job / Training information to the educated unemployed youths. Under this scheme, department has imparted free training to 13,299 unemployed youth who have taken various Central / State Governments Competitive Examinations during 2007-08.
Besides free coaching for competitive examinations, these Circles are also conducting free training on special subjects like Spoken English / Communication skills, Personality Development etc. The subject experts of Resource Personnel are drawn from University / Colleges in the vicinity. Study Circle scheme has received wide appreciation from the media and general public.

Identification Card :
1. Renewal of registration can be done by submitting the registration card in person or through post by double post card every three years. If the reply is not received within 10 days, contact the Employment Exchange without fail.
2. The grace period is two months from the date marked for renewal.
3. The registration of an applicant temporarily appointed through Employment Exchange will be restored in case his service is terminated by the employer & if the fact is reported within 90 days of the occurrence of the event.
4. If there is a change in address or acquired higher qualification / experience / category etc., contact the Employment Exchange along with the documents.
