The Directorate has been implementing the Scheme in the State Plan under which ex-gratia relief is provided to Persons with Disabilities (PWDs) to the maximum amount of Rs. 10.000/- as one time grant for their re-settlement and rehabilitation.

The Government under the State Plan has been providing ex-gratia relief subject to the ceiling of Rs. 5,000/- or Rs. 10,000/- as one time grant considering degree of disabilities for resettlement and rehabilitation of PWDs. During the last fiscal 2008-09 ex-gratia could be provided only to 87 PWDs because of the budgetary constraint.

The Directorate has conducted a survey of persons with disabilities in the State and there are as many as 10,742 disabled persons. Keeping in view these facts Directorate has included outlay of Rs. 10.00 lakhs in Annual Operating Plan for providing one time ex-gratia relief to 100 PWDs in 2009-2010.

State Executive Committee constituted under the Act has observed that there is no public toilet for persons with disabilities in Hospitals, Inter- State Bus Terminus and Shopping Complexes. To start with, State Executive Committee recommends that six units of toilets (Three Male and Three ) for PWDs should be constructed in General Hospital, Naharlagun and Inter-State Bus Terminus in Capital Complex. The cost of construction of one toilet for PWDs is Rs. 1, 12,000/- (approx.).

The Directorate will endeavor to maintain these toilets by allowing space to be utilized on sites of the toilet by any leading Company for publicity of its products, so that the toilets are maintained and kept neat and clean. During 2004-2005, 2 toilets have been constructed at Itanagar/ Naharlagun Bus Terminus. During the current year provision could not be made for construction of toilets due to fund constraints.
