How to do Mutation of Land?
Mutation means substitution of the name of a person by the name of another in relation to property in the record showing right or title to the property.

Mutation of Land is needed :
Through mutation of land, a person is able to acquire the rights of the land.
In order to avoid the controversy on the ownership of the land the mutation is worked out by both the parties, i.e. buyer and seller.

Legal Framework :
The mutation proceeding is governed by the provisions of Orissa Survey & Settlement Act,1958, Orissa Survey & Settlement Rules,1962 and Orissa Mutation Manual,1962.

Procedure for mutation of land :
** Applicant has to apply in a prescribed form with application fee affixed on it in shape of court fee as prescribed by Govt. from time to time.
** Application is to be addressed to the Tahasildar of the area in which the land is situated.
** Applicant has to clearly mention the name of the village in which the right has been acquired.
** Applicant has to give detail description of the land on which he is praying for mutation.
** Applicant has to mention the name, parentage and residence of the person who has acquired the right of land in the application form.
** The date of acquiring the right is to be mentioned in the application form.
** Applicant has to submit the application form along with copies of documents on the basis of which the mutation is sought.
** A proclamation is issued inviting objections to the proposed mutation and specifying the date (being not less than 15 days from the date of the proclamation) up to which any objection to the mutation will be entertained.
** Statement of parties are recorded.
** Contents of documents are matched with the recorded statements.

Registered Sale Deed/ Gift Deed/ Partition Deed (Dalil/Kabala)

Fees :
Measurement fee is realised as per Rule 38 of OS&S Rule,1962 as prescribed by Govt. from time to time.

  • I have purchase on plot before the recent settlement of Bhubaneswar Thesil of Khurda district. Please advise how to apply for mutation and where.

  • I purchased a land from a patta holder in the year-1992 but tahasildar issue patta 2012 on my plot to an other person who purchased plot from the daughter's of the original patta holder. How can I meet my problem?

  • I applied for the mutation of my fathers property in my name on the basis of gift in my name. The application and documents were forwarded to the RI. Later I approached the RI who asked me to sign blank forms titled "Continuation Order Sheet". I am highly concerned why my signature was taken on the continuation order sheet.
    Please advise if any harm can be done to me by this. Can this form be used for any other application without my knowledge?

  • I have land deed before 1964 but when I go for applying mutation, Tehsil officer reject my application.

  • I have applied for mutation of land on 16 Jan 2014, which I purchased in the month of Dec 2013. Same was deposited at Tehsil office at Bhubaneswar and subsequently send to RI office, Kalaranga (The land is at Chandrasekharpur Mauza). The document was verified on 16 Feb 14 and I was informed that mutation will be done by 31 Mar 14. When I approached RI office again on 19 Apr 14 I was informed that by 31 May Mutation will be completed. Why there is no time frame by such type of work which is mandatory. After mutation, again I have to apply for Conversion and also for BDA approval, which may take 1 year for all such type of work. Is is justified for a bonafide citizen?

  • I had purchased a land. My deed is correct from every point of view. When I receive the deed, I found the sketch paper is wrong which is attached with deed. In which way the sketch map is corrected?

  • I had bought a land area in Bhubaneswar Gandarpur. My deed contain 4 decimal but the original share is 2.6 decimal. How can it mutate to my name?
