‘In-Residence’ Scheme for Innovation Scholars & Writers and Artists at Rashtrapati Bhavan :
Introduction :
Shri Pranab Mukherjee, the President of India, is a firm believer that creativity and innovation are essential both for human happiness and development. Qualities of contemplation; introspection and reflection are a must for healthy growth of body and mind. In pursuance of this thinking and to encourage the creative and innovative potential of the people, especially the youth of this country, an ‘In-Residence’ Programme at the Rashtrapati Bhavan is being initiated.
The President of India has always held that the Rashtrapati Bhavan belongs to the nation and the people at large. He has taken several initiatives to open the Rashtrapati Bhavan for greater participation and involvement of the common man in its activities. The ‘In-Residence’ Programme will take the continuing engagement of Rashtrapati Bhavan with the people to the next level.
As part of the ‘In-Residence’ Programme at Rashtrapati Bhavan, two schemes are being launched on December 11, 2013 to welcome creative people viz. writers and artists, and innovation scholars to stay in Rashtrapati Bhavan and be a part of the life in Rashtrapati Bhavan.
The details of the schemes are given below :
Scheme 1 :
“Writers and Artists in-Residence” at the Rashtrapati Bhavan
Introduction of the Scheme :
The scheme is an effort to encourage both upcoming and established writers and artists in India to explore the opportunities for heightened creativity by staying close to nature in the picturesque and serene surroundings of Rashtrapati Bhavan. The endeavour will be to provide an environment which will inspire creative thinking and rejuvenate the artistic impulses so necessary for creation of works of art and literature. Various activities like reading sessions, exhibitions of works of art and interaction with the residents of Rashtrapati Bhavan, etc. will be organized in consultation with the selected writers / artists.
Objectives of the Scheme :
1. To provide a conducive environment to writers and artists at Rashtrapati Bhavan to give shape to their creativity
2. To bring greater recognition to upcoming and established writers and artists
3. To act as a source of inspiration for the young and upcoming writers and artists in the country and
4. To promote creative and positive thinking in the society, particularly amongst the youth of the country.
Who can apply?
All Indian nationals with an established track record in the field of art and literature.
Selection Process :
Applications are invited from interested applicants through the website of the President of India. A Committee will screen the applications and shortlist names for selection as a “Writer in-Residence” or an “Artist in-Residence”. Preference would be given to writers / artists who have won national / state awards. The duration of stay in Rashtrapati Bhavan under this scheme will be for a period of one month. However, if so required, the Committee can extend the stay by up to one month. A maximum of four writers / artists would be selected under this scheme every year. The decision of the Committee in all matters relating to selection will be final.

Scheme 2 :
“Innovation Scholars in-Residence” at the Rashtrapati Bhavan
Introduction of the Scheme :
Rashtrapati Bhavan hosts an exhibition of grassroots innovation during the time of opening of the Mughal Gardens to promote the spirit of innovation. The President also gives awards for grassroots innovations biennially. To give further impetus to grassroots innovation movement in the country, an ‘In-Residence’ scheme for innovation scholars at Rashtrapati Bhavan is being launched.
Objectives of the Scheme :
1. To provide an environment to grassroots innovators in Rashtrapati Bhavan to work on a project in hand and take their innovative ideas forward
2. To provide linkages with technical institutions to the selected innovators to strengthen their capacity to innovate and
3. To provide mentoring and support so that the innovations can be used for the progress and welfare of the society.
Who can apply?
All Indian nationals who have a track record of innovation and implementation of innovative ideas.

Applications are invited from interested applicants through the website of the President of India. A Committee will screen the applications and shortlist names for selection as an “Innovation Scholar in-Residence”. The duration of stay in Rashtrapati Bhavan under this scheme will be for a period of one month. However, if so required, the Committee can extend the stay by up to one month. Four scholars would be selected under this scheme every year. The decision of the Committee in all matters relating to selection will be final.

Other Details Of The Two Schemes :
Support:
The writers and artists and the innovation scholars selected for the ‘In-Residence’ Programme at Rashtrapati Bhavan will be provided reimbursement of to and fro AC 2 tier railway tickets or economy air tickets for travel to Delhi from the nearest railway station/airport. They will also be provided with hospitality viz. accommodation, food and local travel (for purposes relevant to the objectives of the programme only) during the period of their stay. In the case of innovation scholars, the National Innovation Foundation which will be associated with the programme will follow up with each of the scholars after they go back to ensure that their ideas continue to be nurtured.

Those interested for the ‘In Residence’ Programme at Rashtrapati Bhavan may apply in the prescribed format available on the website of the President of India The filled up application along with attachments and a photograph may be submitted on line through the website of the President of India or by email to: writer-artist AT rb.nic.in (for writers / artists) and innovation-scholar AT rb.nic.in (for innovation scholars). Those who do not have access to either of the two options above can send their application (Innovation Scholar In-Residence and Writer/Artist In-Residence) by post to Shri SAURABH VIJAY, Director, President’s Secretariat, Rashtrapati Bhavan, New Delhi – 110004.
